Cuba's Labor and Social Security Minister Marta Fetto said the government had abolished a "positive list" of 127 private economic activities, and would set up a "negative list" of individual businesses that would significantly expand the scope of business. According to Cuban media reports, after the adjustment, a total of 124 economic activities, including agriculture, animal husbandry, fishing, mining, manufacturing, water and electricity, construction and other 21 categories, will be completely or partially restricted to individual economic workers.

In addition to significantly expanding the scope of business for the self-employed, the Cuban government will also provide more convenience for self-employed workers to handle relevant procedures. For example, the steps for individual employees to register with the State Administration of Taxation will be abolished, and special Windows will be set up to receive individual owners for consultation, taxpayer registration and business licenses. The Government will also introduce a number of fiscal measures related to the national economic strategy and socio-economic reforms to reduce the tax burden of the individual sector.


Cuba has gradually liberalized its individual economy since 2010. Alejandro Hill, Cuba's deputy prime minister and minister of economic planning, said that in recent years, Cuba's self-employed economy has grown rapidly, with more than 600,000 workers, of whom 30 percent are young and 35 percent are women. Hill said it was the government's long-term plan to expand the business of the individual economy, and that the abolition of the dual currency system had provided a more favorable environment for the development of the individual economy in Cuba.


Influenced by the epidemic and the tightening blockade of the United States against Cuba, Cuba's economy will suffer a severe decline in 2020, especially the tourism and transportation industries, and the unemployment of individual owners is particularly prominent. Hill believes that the establishment of a "negative list" is a major reform in the area of the individual economy, expanding the scope of business of individual enterprises will help liberate productivity, continue to increase employment, and will also promote the effective implementation of the currency reform.
